Abstract
This whitepaper introduces the foundational thesis of Cognisphere: the Web is highly effective at distributing information, but much less effective at helping people understand and act on it within their context. Cognisphere proposes a governed cognitive layer between authoritative information and digital experience, where context and intent guide how information is selected, transformed and composed without replacing source authority. The paper establishes the relationship between information, context and understanding that underpins the Cognitive Web.
